Conditions in the housing market in the city are such that there is an extreme shortage of
affordable apartments in safe areas. Rent stabilization laws prevent landlords from charging
rents that allow them more than minimal return on their investment yet allow a substantial
increase when an apartment is turned over to a new tenant, with the result that responsible
landlords with long-standing tenants are penalized while others are able to extract rents
above market value in problem areas. Revision of current laws and attitudes is unlikely; the
paper concludes that corporate creativity provides a means of effecting change within the
